Click here to remember Georgia Parole and Politician's Silly Arguments About Abolishing and Changing It Synopsis: In 1998 there were three candidates for Governor of Georgia, Roy Barnes, the Democrat, Guy Millner, the Republican, and Jack Cashin, the Libertarian Party candidate. Roy Barnes was posing as being tough on crime, his web page saying, "Roy Barnes has long been a sponsor of bills to keep criminals longer in prison - to mandate lengthy sentences, to limit paroles, and to reduce time off for good behavior. " Click here for his views on being tough on crime. Guy Millner was also posing as being one who is tough on crime, wanting to eliminate parole in Georgia. For a full look at his views click here or here. Only the Libertarian candidate, Jack Cashin, refuses to come out for abolishing parole. Indeed, the Libertarian Party has a policy on the matter of reducing violent crime, by reducing the number of laws that can send non violent people to jail. Libertarians, for example, feel it's wrong to manditorily sentence a person to death or life in prison for importing two ounces of marijuana. For more on this Libertarian concept click here. Payne" It may or may not be incrementally useful to abolish parole, but all politicians talking about eliminating parole or changing it as we now know it, are simply politically posturing. Any candidates who truly want sto be (rather than appear to be) tough on crime would not waste time going after the parole system in Georgia, but the Probation system in Georgia. According to the Georgia Offender Tracking Information Service (OTIS) Georgia only has about 40,000 criminals in jail, but about 250,000 on probation or parole. But, of this 250,000, only 19,000 are parolees, who are relatively well supervised. There are 231,000 criminals benefiting from probation and being put on the streets who have never seen the inside of a jail cell. While many may be non violent, first time offenders with minor charges, it is impossible to believe the whole 231,000 meet this criteria. It's no wonder potential criminals laugh at the law. About 90% of Georgia's convicted criminals simply return to their community as probationers -- with little supervision. Of course, it could also be that the Libertarian party is right and that these 231,000 individuals are being arrested for crimes that violate too many laws without purpose. Details about Georgia's Parole System Georgia's prisons (in the late 1990's) are maxed out with about 41,000 prisoners. About 19,000 former prisoners are on parole. In 1998, 900 were sent back to prison, not always for crimes. Parolees can be sent back to jail for being in bar, leaving the state to go to the beach at Hilton Head, or being involved in a fight -- that someone else started. About 231,000 criminals are granted probation and never see the inside of a jail. These criminals on probation do NOT get the same type of supervision as parolees. Both sides agree there will need to be more spending to increase the size of Georgia's penal system, if parole is ended. The state government has estimated that the cost will be about $6 billion dollars. In 1998, Georgia's total budget was about $12 .5 billion. Parolees' recividism rates are less than the rates of prisoners who serve their full time.
