ELECTED POLITICIANS IN 1998 TAKE HUGE AMOUNTS OF MONEY TO KEEP THEIR JOBS

Among the House freshmen with early fund-raising jumps are New York's Carolyn McCarthy, the first Democrat to represent her Long Island district in a quarter-century.  While she has no opponent, Martin Frost, chairman on the notorious Democratic Congressional Campaign Committee, and a Democratic representative from Texas. said. "We've urged all of our members in potentially marginal seats to raise as much money as early as possible.''

Missouri Republican Rep. Kenny Hulshof, who ousted 10-term Democrat Harold L. Volkmer in 1996 by fewer than 6,000 votes raised $494,942 through Dec. 31, nearly twice the average of his colleagues and just $200,000 less than he spent during his entire last campaign when he was running as a challenger.  Hulshoff admitted ``We've been very aggressive with our fund raising."

Incumbents insist their strength comes from their record in the 105th Congress - a balanced budget agreement and tax cuts - and strong constituent service. But they concede fund raising lots of money helps.

``I wanted to send a message that we were serious about this,'' said freshman Rep. Bill Pascrell Jr., D-N.J., with $330,230 in the bank. His last opponent. former Republican Rep. Bill Martini, said he would not run again because, "To raise money, you have to drop everything and go out and spend the next eight months doing it."
